Chapter 58

Repeals   exemption. Farmers’ exemption restored in 30-day amendments.

Accepts Con Ed’s language, which   specifically restates federal exemption in statute and includes steam.   Maintains Assembly language directing DOT to issue regulations consistent   with federal law.

Solar Tax Credits

(Revenue Article VII, Part H, A.9059-C/S.6259-C)

Income Tax: Expands the personal income tax   credit to include leased systems and the purchase of solar power under a 10   year agreement. Applies to costs incurred over term of lease (30-day   amendment). The credit may be claimed in 3 consecutive years but no credit   shall be allowed for leases entered into on or after January 1, 2015.

Sales   Tax:   Expands state sales tax exemption to commercial customers. Provides for a   local option.

Assembly proposal to provide for a   public health impact analysis of high-volume hydrofracking.

Provides for the use of a declaration   instead of a mortgage to alert prospective purchasers of real property that   an on-bill financing loan exists. Doing so would remove CBOs from mortgage   broker regulations and enable them to assist homeowners with the application.   (30-day amendments)
